Edgewater Technical Associates is seeking qualified candidates for a Senior Cost Estimator opportunity in Richland, WA for the DOE Hanford Field Office.

 

Position Overview:

The Senior Cost Estimator will provide project controls support services in support of Tank Waste Mission and Business Operations. Support will be provided in the following areas:

 

  • Prepare Independent Government Cost Estimates (IGCEs) that meet DOE guidance for accuracy, completeness, and well‑documented basis of estimate, including assumptions, sources, and methodology.
  • Ensure estimates are accurate, comprehensive, and well‑supported, reflecting all possible cost elements without omissions or duplication, consistent with DOE cost‑quality criteria.
  • Provide Cost engineering/estimating support using PROPRICER software.
  • Provide processing of Request for Equitable Adjustments (REAs) and Baseline Change Proposals (BCPs).
  • Provides extensive specialized knowledge to major projects, programs, or tasks.
  • Works at a senior level to improve significant major projects and programs.
  • Offers successful experience in technical or management consulting roles and proven skills in developing plans that yield positive organizational improvements.
  • Provide estimating support and guidance to career level cost estimators.

 

Minimum Qualifications:

  • Education – BS/BA (or AA, MS, MBA, PhD, etc.) degree. Eight years of experience may be substituted for BS/BA degree.
  • Fifteen (15)+ years of directly applicable successful experience consulting or contributing on complex capital projects, including providing strategic, management, technical, or business assistance to significant projects or programs in a senior capacity and/or as a consultant, preferred on the WTP capital project.
  • Experience with researching and navigating complex federal regulations.

 

Preferred Qualifications:

  • Experience providing project controls and/or estimating support directly to HFO.
  • Comprehensive understanding of the Hanford Site mission, activities, and priorities.
  • In-depth knowledge of DOE Hanford processes and procedures.
  • Proficient in DOE’s program management practices, policies, and procedures.
  • Senior-level experience in the following areas:
  • Quantity Development Package process in BNI’s and H2C estimating procedures,
  • Rate buildup including Project Services, Shared Services and fee within BNI Requests for Equitable Adjustment,
  • Hanford Site contractor forward pricing rates,
  • BNI and H2C contract,
  • Integration with other project controls functions including scheduling and risk management.
  • Exceptional communication skills.
  • Expert-level proficient in Microsoft 365.

Work Location: Work shall be conducted at the Hanford Field Office and the Hanford Site in Richland, WA with eligibility for situational telework at the discretion of management.

 

Compensation:

Salary is commensurate with education and experience and may range between $120,000 and $200,000 annually.
